Yes it can. Smoking messes up the arteries that lead to the penis and also damages circulation, etc. Smokers are like 2x more likely to go and get erectile dysfunction. Also alcohol can cause at least temporary impotence too. Its probably a sign that he is developing other condition problems too so he should see a doctor even if he finds it embarassing.
