Actually at 4-5" it already has grown! But at 16, it's probably not finished. Your growth will be slow and gradual from now on, so just be tolerant. In the meantime, go find something/one to have fun with and quit stressing over this. One more point, are you kinda heavy for 5'10". Is it muscle or is it fat? If the latter, try to lose a little shipment and you might gain an inch or so.
